Set timezone in docket file as below
1.You need to check whether the timezone sets successfully or not.
2.Did you use the following command after you set ENV TZ=America/New_York:
run ln -snf /usr/share/zoneinfo/$TZ /etc/localtime && echo $TZ > /etc/timezone
