I have a website (not the web app) that I want to copy from a server to my machine so I can modify and test locally. In the IIS, I do not see an option to Export, how do I Export the site or make a copy on my local machine?

What kind of "web site" are you talking about? A published ASP.NET application? Something else?

It was created by someone else many years ago...
A Web Site created in Visual Studio.net (New->Web Site) which does not require code to compile when making changes to the code, published in IIS.

You should just be able to copy the files, then download them using an FTP client.

The Web Site is on our on-premise server and I do have access to it.
You said 'copy and then download', I do not understand what you mean by that.

Ah. I meant copy OR download. If you have direct access to the server, you can perhaps copy them across your network or to a pluggable drive/stick. Or you might be able to use FTP to download them. There is no magic command in IIS that helps you to do this,
Once you have the files, put them in a folder on your machine, and then navigate to that from the Open... Web Site option in VS.

Thanks but that is not going to work. I do not have the .prj file, also do not have some radGrid controls registered on my local machine that is required for project in VS

Web Site projects don't use .csproj or .vbproj files. They are a feature of Web Application projects.
Can't help you with the RadGrid controls. You need to talk to Telerik support about that.
