When I am about to run a new project on my PC, I got a message that some features are missing from my machine. Unfortunately, I did not note them down and my system is turned off. Now, I want that list and options to download the missing features, like MVC
4, etc, Can anyone help me know how to reproduce the tasks when I open the same project again so that I can work on it. Please help me with this.

MVC 5 being the current supported version, MVC 4 is likely not installed by default. So here I expect VS 2019 to ask confirmation for installing MVC 4 (maybe launching the installer and you have to check MVC 4).
For other possible missing features I'm not sure how we could guess (Silverlight for example ?). See perhaps
https://docs.microsoft.com/en-us/visualstudio/releases/2019/compatibility#upgrade-projects-to-visual-studio-2019 for what is supported but it's likely easier to just see what happens the next time you try again...
Edit: To confirm I see an "ASP.NET MVC 4" in the installer as an "individual component". Install this and see what happens next...

The next time I tried, I did not get any prompt to install anything but the project loaded on Solution explorer. I need to look into a way to get all the features installed for my new project. Is there any way to reproduce the same suggestion window. MVC
4 is just one feature I needed. There are other features as well that I need to install for my project. I am trying from my end but if there is a possible way, Please let me know.

How are we supposed to guess what needs your project ?
Please never ask for help just telling us what you want to do "doesn't work". Instead always tell us what happens without waiting for someone to ask. I assume you have some kind of error when trying to run your project ???
Edit: or maybe you are missing nuget packages? See https://docs.microsoft.com/en-us/nuget/consume-packages/package-restore-troubleshooting
If you need further help it would be - obviously ?- much easier if knowing first which problem you have rather than letting us to guess...

According to your description, I guess you forgot to download some Workloads for your current project when you downloaded vs2019.
For you didn't specify what you lacked, here's how to modify (add or remove) the workloads tutorial by using Visual Studio Installer, you can refer to it :
