What’s your VS 2019 version? Please go to the Help-About Microsoft Visual Studio to check it.
I suppose the ‘ALTGR’ means the right ALT key on the keyboard, right? If so, I tried use the right ALT or the left ALT key for the shortcuts in VS 2019, modify the Build Solution shortcut to used ALT+B and save it like the following, use the ALT(right)+B
can build the current solution.
If I misunderstand your meaning, please share the detail steps to reproduce this issue in VS 2019, thanks for your cooperation.

How did you press Altgr in the keyboard? I cannot found this key/icon and when you assign the shortcut, it maybe already used by other like the following:
Which command do you tried to set the shortcuts as ‘CTRL+ALT+M’?
BTW, if your VS already signed with Microsoft account, it will sync those setting through multiple VS versions.
Meanwhile, you can run the VS installer as administrator to repair VS 2019 to test or go to Tools-Import and export settings-Reset all settings to restore the setting, then test this shortcut again.
