I have obtained a sample website (no sln) and copied to my C: and I open using Visual Studio using "open Website"
In its web.config it is targeting framework 4.0
as the sample website is very simple, I goto VS and select [Website] > [Start Option] > [Build] > [Target Framework] and
change to 4.7
However, the max I can go is 4.7 but I guess the latest is 4.8 now.
Is it becoz I am using VS2017 ? need to upgrade to VS 2019 ? I am using community version
Or just keep at 4.7 is good enough ? My website does not have a lot of fancy stuff.... any opinion ?

If you want to use .net framework 4.8,you don't need to upgrade to vs2019, you can install the .net framework 4.8 SDK in your project properties.
Here is an article about the .net framework version history.
You can choose the version of the .net framework according to your needs.

Click on the property of your project to get it.

Thanks. But I still cannot get that screen.
Finally, I goto : Website > Start Options > build and can change target to 4.8.
