I use EF Code First.. I have a SQL database.
I would like to replicate the metadata and rows of the configuration file of the EF between many databases, in each EF migration.
Since I want to have a database to run SSIS and another to debug a web application...

If you want to replicate the tables in your first database to another database, you only need to change the connection string of your dbcontext to your new database,
then open package manager console, input update-database, ef will apply all the migrations for you.
But you should pay attention, it only create table for you in the new database , not the data.
If you also need data, you could use sql server back up:https://www.eukhost.com/kb/backup-and-restore-ms-sql-server-2008-database/
