As shown on the last line, it seems you are using ASP.NET 2.x (and this attribute doesn't exists in this version). If you are sure 4.x is installed, check the application pool is configured to use the 4.x rather than the 2.x runtime.

Simply go to the Web.Config file to find and delete the targetFramework="4.0" , it will no longer report the above error, but another error will appear, see the attached image file http://www.mediafire.com/view/qp1dmrrxrm0bsdz/ErrorWeb.jpg/file

Add back this and use IIS manager. Not directly related but you can screen screenshots :
On the 2nd one you have a CLR version drop down. I believe that in your case it is set to v2 (so ti fails because the this attribute is new in v4). As you are using .NET 4.x you have to select the v4 version.
If you don't have access to the IIS server ask for help to IT people inside your company.
