I am wondering What database should I use with Html project?

As far as I'm concerned, Html page is designed in front end and data is connected through the behind code and database.
And we always use AJAX in front code to connect the getting data from code-behind.
Which database to choose is depended on your decision.
My choice is always the SQL Server Database. It is easy to use and we could use
ADO.NET to operate the database.

Which ASP.NET version are you using? See what you want to use and then have a look at a corresponding tutorial (for example

A forum is better suited for solving particular problem and is not intended to replace tutorials...

The way of connecting to a SQL Server database using WebMatrix is still to use ADO.NET.
You should first modify the Web.config to add the database configuration like:
<add name="Microsoft SQL Server Compact Data Provider"
Description=".NET Framework Data Provider for Microsoft SQL Server Compact"
type="System.Data.SqlServerCe.SqlCeProviderFactory, System.Data.SqlServerCe, Version=188.8.131.52, Culture=neutral, PublicKeyToken=89845dcd8080cc91"/>
Then you could get the data using ADO.NET.

WebMatrix (which was another way to create ASP.NET based applications) is quite old and outdated.
Depending on what you want and especially if you are new to ASP.NET I would consider first https://docs.microsoft.com/en-us/aspnet/core/tutorials/razor-pages/?view=aspnetcore-2.2
