Seems you are hitting a site where ASP.NET MVC is not installed and on which directory browsing is enabled ? This is an in house IIS web server or you are using an hosting provider ?

You can push the Web project out to local IIS with the information below. You need to run Visual Studio with Admin rights. You should go to IIS and delete the published solution first.

Yes this is that what happens in this case :
It happens because IIS doesn't find he should run your ASP.NET code in ressponse to the http request and try directory browsing as a last resort. Often you DON'T want to enable directory browsing. In this case IIS will show some other error.
https://www.c-sharpcorner.com/article/deploying-your-asp-net-mvc-5-app-to-iis-8/ that shows how to configure your local IIS. You enabled ASP.NET 4.5 when installing IIS ? If you attempted to enable directory browsing in response to some other error you
can disable it (unless you REALLY want to let users browsing files found on your site using their browser which is unlikely).
