Back at this again so let's try this time to start from the very beginning and go forward step by step. You could use https://docs.microsoft.com/en-us/dotnet/api/system.web.services.protocols.soaphttpclientprotocol.invoke?view=netframework-4.7.2
A first step could be to create (or find somewhere) a SOAP based service and then knowing a method name and which value should be passed you should be able with the code above to invoke this service.
