jQuery is a simple wrapper around the dom, that supports cross browser operations. This is often done now with pollyfills instead (make the browsers compatible). There are also many jQuery plugins for UI effects, but its not a user interface framework (though
I've implements templates in jQuery before).
you should really read the docs, and build a simple app (no asp.net required) with node.
install node, then
npm install vue
npm install -g @vue/cli
rem - pick babel or typescript depending on your language choice
vue create hello-world
note: if you install visual studio code, you will have an editor and debugger
