I designed so many forms now. But still having problem to change Top Left Corner Form text.

You mean the window title defined with the <title> tag? It uses the same font than for any other OS window and I dbout you have a way to change this.

To be on the safe side this is a web app, not a Windows based app ?
Imagine how https://www.howtogeek.com/127318/the-beginners-guide-to-tabbed-browsing/ could look like if each site could style the title its own way. So IMHO you just can't
and it's rather a good thing.

The answer is NO. You cannot change the fornt of page title. Check below for more details.

Yes, it can't be changed. This is NOT part of the web page. It is shown as a window or as tab title by the OS or by the browser which control how this text is shown. Once again imagine the mess it would be if each site could change the tab title at will
including size or colors (to clarify you control of course the text which is shown there, what you can't change is which style (color, font-family, size etc...) is used to show this text)...
The best you could do is to consider adding a https://en.wikipedia.org/wiki/Favicon that will be then shown before the title.
