Im trying to setup Account confirmation and password recovery in ASP.NET Core and i got stuck or confused concerning what i need to do in regards to the instructions below. Thanks !!!

What is your confused? Do you mean you do not know how to run these command or the result for this command is not right?
Could you share us more information about your confused?

Thanks for your help. But what I meant by confused is, I am unclear as to what I need to do. The instructions were poorly written in my opinion.

Do you mean you do not know how to run this command or how to use secret-manager tool?
It would be helpful if you could share us what you want to achieve and where you do not understand.
For running this command, you will need to open Command Prompt and cd to your WebApp1 folder, then run this dotnet command to set secrets.
