VS has switched from using bower to to its new library manager. VS can still edit bower, and npm packages, but does not generate or install all the files to run bower. if you want to use bower, gunt, gulp or webpack, you install then via the instructions
on their websites. also the version of node install with VS is old, and you should install a newer version. be sure to update the search path in VS if you install the npm/webpack extensions.
see the bower config docs:

If you are familiar with npm, bower and gulp task, I would suggest you follow the suggestion from bruce to keep using them.
If not, I would suggest you try this new product library manager from Microsoft to achieve installing package directly in wwwroot.
At present, the library manager is available in VS 2017 15.8 pre1, you could follow steps below to use this new feature without install upgrading to 15.8.
8. Right Click libman.json to restore

thank you for your good answer . but there is some issues here!
first one is bower and gulp isnt supporting in the current version of vs which i installed (15.7.3) and cant find out the related files . either bower or gulp even after config them
and the second one is when i download and build a project bellow error was occure :
The current .NET SDK does not support targeting .NET Core 2.1. Either target .NET Core 2.0 or lower, or use a version of the .NET SDK that supports .NET Core 2.1. Microsoft.Web.LibraryManager.Build.Test
and i dont know how to resolve this.!

For this error, you will need to install .NET Core 2.1 SDK.
