I have noticed that there are various games that enable users to have animated characters that interact with other users over the internet. I would like to create software for each user to download into their computer that would enable this happen. I have
lots of experience creating websites with static pages, but this is completely different. The only thing that a website for an animation program would need to do is transfer what each user is doing so that the software can display it. Does Visual Studio
provide the means to create a website that would enable that to happen? If so, where should I look for information regarding this subject?

You want a real time functionality. You can achieve it with SignalR

Another option is Socket IO
