I am using the Bootstrap <div class="container-fluid"> . The behavior I want is this to take up the full screen on whatever monitor size is being used. What I am getting now is this left justification that I don't know where is coming from. This is in the
header too. Some other odd behavior going on here .... The title bar is constrained on top right but body goes all the way right......Cant seem to find where this behavior is controlled. Could someone please help. Screenshot

If you're talking about the storm warning in effect div,
your <div class="container fluid"> is probably in another div that is not set to 100% width. Container fluid by default only has 15px padding on the left and right. If you have a live link or file I would be able to help more.

Here is a link that exhibits the behavior. Looks pretty good on standard monitor. Put it on big monitor and the white space in left justification occurs....

If you want
div id="StormFreeLabel" to be wider you have an issue with this line here.
<div class="container body-content">
change container to container-fluid and add a margin to both sides to get the proper body size
