I am new to ASP,net
Is there a web page aspx designing tool - besides visual studio - sort of ( what-you-say-is-what-you-get editors ) where one can paste ASP controls
Basically I want an editor that is faster and less cumbersome than Visual studio

There is no tool that I know about. There may be a tool that allows you to make HTML, maybe, that you can then try to hook it up to be an ASPX page. But it's probably not worth all the trouble.

According to your description, as far as i know, doesn't exist a tool or software to develop asp.net directly without VS. But you could check this tutorial about how to develop asp.net without VS, but it is very difficult and complex, so i don't recommend

the early versions of Visual Studio that shipped with .NET 1.0 (and 1.1 I think) had that to lure VB6 developers over and have an easy drag & drop experience. The world has moved on since 2002 and everyone basically makes use of CSS and tools like Bootstrap
to position parts of the webpage.
