If you are using bootstrap then you can use below line of code.
<h2>Form control: input</h2>
<p>The form below contains two input elements; one of type text and one of type password:</p>
<input type="text" class="form-control" id="usr">
<input type="password" class="form-control" id="pwd">
If you are not using bootstrap then you can make your own class related with this. Check follow link:

According to your description and links, i notice that the image is break, so i can not see your needs. i hope you could upload it again. But i notice the community member solution, if you want to put the text at the above of the textbox. You need struct
is up and down instead of right and left.
I think you could refer to the community member solution, try to use bootstrap, it is could achieve easily through bootstrap.
Also you could try this tutorial:

What do you mean by "the image is break", and what to adjust below, to ensure that I can add words on top of picture file?
<div class="left up">
<asp:Image ID="aspImagePreview" runat="server" AlternateText="Preview" ImageUrl="~/output.jpg" />

The meaning of the image break is you uploaded image can not be seen, it is break. So we can not see you need effect.
Also i hope you could post the complete related code and need's effect(Image Format).

As per your description, you need to use border attribute with padding. You can also make class.
