When I try to compile my website in visual studio 2015 or visual studio 2017, it says that compile was successful but it doesn't generate any DLL in and all the code-behind files compiled to the target folder.
May you please help me how to resolve the problem?

You can use Web Deploy to generate deployment file having DLL without code behind files

Is it a website project or web application project? If it's a website project it doesn't generate a dll for everything, that's a web application project that does that.

Visual Studio offers ASP.NET developers two types of projects: Web Application Projects (WAPs) and Web Site Projects (WSPs). One of the key differences between the two project types is that WAPs must have the code explicitly compiled prior to deployment
whereas the code in a WSP can be automatically compiled on the web server.
So, as markfitzme said, If it's a website project it doesn't generate a dll for everything
