I added a resources file (settings_index.aspx.resx) to the App_LocalResources directory
then I used this code in the markup of the page (settings_index.aspx)
<h4 class="card-title"><%= GetLocalResourceObject("organization_label") %></h4>
at run time I got this error
An exception of type 'System.InvalidOperationException' occurred in System.Web.dll but was not handled in user code
Additional information: The resource class for this page was not found. Please check if the resource file exists and try again.
i tried to remove the resources file and create it again , but no effect , still have that error

If you are in dev environment, just rebuild the solution and that should fix the problem.
If that doesn't work, remove the Temporary ASP.NET files and try again (Note: Before removing temp files, you may need to close Visual Studio and stop IIS. After removing the temp files, start IIS again).
Also please check if you have language specific file missing.
