I'm implementing a new ASP Core 2.0 project. I was planning on using Bower but then I read the following on the

problems. also npm requires network access and there are some issures with locking versions. as facebook faced many of these issues they developed a replacement for npm called yarn. its a package manager like npm (in fact you install yarn via npm). but it
has new module versioning rules and offline support, but mainly its fast.
(es2017). this makes sense for angular which is written in typescript and all the examples are typescript, but not for any other framework.
