I have a mail to that has a MVC hyperlink containing the url with a #m,
When i keep the hash, Outlook truncates the mailto body at the #
But when I encode it and it has %23 The outlook body is great, but when the link is copied, MVC doesn't recognize the %23 as a #
Question, How can I use # un a outlook mailto hyperlink, or allow mvc to code the %23 to a #

You want to go at a particular your webpage? It doesn't work?
AFAIK it is expected. What follows # is not supposed to be transmitted the server side because it is not used at all. The browser still needs to retrieve the full page and then it will process the # part client side to scroll to the relevant location.
Or you want to include a # character as part of a parameter ?
