Using VS 2015, I can get a control with the cursor and drag it across the toolbox but when it hits the design surface it becomes a forbidden cursor. Thanks.
I've tried rebooting and I've also tried reloading VS. I've also tried running the Net Fix Tool.

I followed the direcitons iun the link and could not do the following:
2. Open the “c:\Users\\AppData\Local\Microsoft\VisualStudio\14.0” folder and remove all the .TBD files;
There is no such directory.

I think you could try to repair your Visual Studio by following steps:
Click Start, click Control Panel, and then click Programs.
Click Programs and Features and then select the Visual Studio Edition you installed.
In the setup wizard, select Repair or Reinstall and then click Next.
Follow the remaining instructions in the installation wizard to finish.

Also make sure you aren't trying to drag and drop onto the masterpage surface area of an .aspx page. You can't drag and drop onto the masterpage regions, only content regions.
