In ASP this is achieved by changing the culture setting and using a resource file that contains the language text. You can learn more by learning about Localization and Globalization in .NET

I read the full article of the System.Globalization.culture but I didn't find what is suitable to apply on the FileUpload control. Would you please help me about how to utilize that on the FileUpload control??

According to your description, as far as I know, you can not replace the text(Choose file) in upload control, each browser has it's own rendition of the control and as such you can't change either the test or the orientation of
But here I have a work around solution to realize it, you could set the control width, then hide the text area, use a button to replace it beside the upload control, then change the button text!
