I use vs2015 with win7 and IIS Express to work with asp.net project.
When I close vs2015 and try to rename project folder name but I can't do it.
I have to reboot PC and then rename or delete project folder.
Is there any to rename or delete project folder without reboot PC?

You don't have to reboot your system to rename/delete project folder. Just may sure you close the project from Visual Studio, and also all other applications (and sub folders) which is accessing any of the files in the project.

But, I did not use solution to open project.
I used file system to open it.
