What someone said "Write code to populate the <table>, using the data from GetUsers(), when the page is generated on the server.", what does it mean by the page is generated on the server for MVC? Thanks.

As all "dynamic web pages" technology the idea is that when you hit a resource on the web server, code runs on the web server to generate and send back HTML markup to the browser that then shows the page.
If coming from webforms you are building a tree of controls which is ultimately rendered to the browser at the very end. With MVC the "view" is just a convenient way to write C# code that directly renders content to the browser as it runs...

I guess that means when return the page on the server , such as retun VIew() ;
this step , it rendered a html page with data ;
