I want to learn web development, could someone give me a guidance how I should prepare for it? the development tool, the language and the good website for learning it and so on to help me handle the technique.

I think if you want to learn web development, you could start with:

Right now , Our latest technology is .net core MVC(Call MVC6) ,it starts at 2014s , language is C#;
You could development by Tool: Visual Studio 2015 update 3 , Visual Studio 2017 ,or Visual Studio Code;

I have to say Yes ,and jquery, CSS3, Html5, XML ,Json are required if you want to go further.Beside those ,I recommend that you could learn
