Code quality comes from knowing how to use Test Driven Design, Domain Driven Design and Unit Testing. which enforces code quality. Resharper is a tool that helps with code quality. But you should also should be concerned by code coverage.
Code quality comes from knowing SoC and the principle of SoC on how to segregate code for a given functionally.
You are in the MVC forum asking about code quality. But are you producing SoC and MVC code with quality in mind?
