When I first open a project in VS 2017 that previously had open pages on it the content page shows at the top with a :2 suffix. For example Customers.aspx:2 shows in the tab. When I click on the tab to view the page it says "Waiting for project load to
complete..." but never opens the page. If I close the code-behind page then the tab disappears. How can I fix this?

do you mean you are trying to open the same page twice?
one was already opened and you are trying to open same page again.
I suggest you to close all pages and close the project.
again try to open the project. this time there will be no page open.
then you can try to open the desire page on which you want to work.

No. It happens when I re-open a project that was closed with opened pages. If the last page I was working on was an aspx (content) page then all is fine and the :2 is not in the tab. However, if the last page I was working on was a code-behind page (aspx.cs
or .vb) then the content (aspx) page shows as name.aspx:2 (example customers.aspx:2) in the tab.

I try to check the issue and I find that this issue is related with Visual Studio Forum.
