So I take my MVC 5 solution that was using IIS Express and deployed it to local IIS. And I am getting the error. I hate config files.

I am the IIS admin on local IIS on my development box at home. This problem only occurs for me when I take a MVC solution on VS that was using IIS Express and use VS to for the MVC project and deploy it to local IIS off of project/Properties/Web tab.

because I see nothing wrong with the web.config
Because the locking is set in applicationHost.config,
<section name="modules" allowDefinition="MachineToApplication" overrideModeDefault="Deny" />
So you must in IIS create a web site or a web application and then modify <modules> tag in its web.config. You cannot do so in a virtual/physical directory.

Thanks for your help lextm....
I resolved the issue by following the solution in this thread where I went to the applicationHost.config, for the VS solution and set the 'Allow' for the section in question.
I guess this will only happen on my development machine.
