It appears that there have been many framework security fixes between 4.5 and 4.7. Most our web apps are currently .NET 4.5 (Asp.NET MVC and WCF). Is it good enough to upgrade the server framework from 4.5 to 4.7 to get the latest security fixes or do
we need to rebuild .NET 4.5 web apps against 4.7 and redeploy? Does Microsoft have any documentation on this scenario?

According to your description, as far as I know, you want to update the .NET framework, here is a tutorial about how to update, please check:
Migration Guide to the .NET Framework 4.7, 4.6, and 4.5:
How to: Change the Target .NET Framework:
Also if you have some issue after upgraded, you still could ask for support in here.

Looks like this scenario is handled by something known as "Quirking"
