I have to integrate something with effects like show/hide a number, or show a counter to a web forms web page.
Do you know any interesting standard library easy to integrate to web forms apart from jquery?

I want to know how you want to realize this result, in mouse event or button click?
Show a counter, you could use pure JS to realize this function, please refer to these samples:

As far as I know, more third plugin is based on the jQuery, so could tell us why you don't want to use jQuery?

jQuery is the most popular library for simple dom manipulation, event handling and ajax. Its api is so popular that other frameworks copy it. What features beyond jQuery were you looking for?
while web forms (asp.net 5) is a mature framework (no new versions, no updates for last 2 years), I believe telrik still has a library for it, and there is the old ajax control toolkit designed just for web forms:
if you look at more common client frameworks like angular.js, react.js, etc, then you probably want to switch to MVC/webapi.
