Looks like it uses webhooks? It's a bit unclear if you want to use that or a similar mechanism. Try perhaps

I need notification like the first link you provide (GCM)
But i need it running localy (office intranet) without internet connection, can we have my own GCM similar in my server?

You could try RadNotification - Telerik ASP.NET Notification. It can be used to display a notification message both from server and client

Thank you for the suggestion.
But, seem it is not what i want.
I want to use browser notification (chrome, edge, etc)
In chrome, if you open facebook, yahoo, gmail etc at first time. browser ask to allow or block notification from the site
Then if you allow, you will receive notification from these sites wthout need to open this site in the browser.
