Every time I deploy my web API from Visual Studio 2015 to my Windows Server 2016 machine, and changes the permissions of the NETWORK SERVICE from read/write to read only. I have to manually go onto the server and change the permissions back to read/write.
I need the NETWORK SERVICE to have write permissions so that it can log to our log file.
I remember solving this issue a while back. There was something that had to be added to the publish profile but I can't remember what it was or where on google I found it.
Can someone help refresh my memory?

According to your description, you could change the identity of the application pool which your site using.
You could change it as the administrator of the server.
