I am trying to publish a project to the file system. Some of the folders with css/ and images/ and some json files are being skipped inspite of having them included in the project file.
How do we fix the issue? Is this a VS 2015 Enterprise Bug?

The files which dropping are all static files?
You could try to change the file’s properties follow the following steps:
(1)Right click on your file ,then choose "Properties" on the menu.
(2)Change Build Action as "Content".
If static files need to publish, the file’s build action could set as the "Content".
