We would like to design and build a web site from the ground up using VS 2017 Pro to do as much development, testing, and publishing as possible
The (development) environment in house is a Windows Server 2012 domain with IIS 8.5 installed
The deployment environment may be cloud based or not
The end users of the web site will be modifying data that lives in remote SQL Server databases (2008 and onward)
The 'physical' connection to these remote databases must be via fixed IP address / port number(s)
I 'assumed' that everything would get done in ASP.NET but now I see that there is ASP.NET Core, as well as lots of new MS products / tools
I would appreciate any opinions, pointers to useful reading, etc. that will allow us to start off on the right foot.

As far as I know the Windows Server 2012 supports the .NET Core, so you can deploy your ASP.NET Core application on Windows Server 2012.
To deploy a ASP.NET Core application is different with how you deploy a ASP.NET application. The following link shows how to publish ASP.NET Core application， please take it as reference.
