Where can I edit the Bootstrap Jumbotron layout so that page content fills the browser window (ie. content is left-aligned and spans the width of the browser window, but is elastic to adjust for browser window size)?
I like the Jumbotron layout (despite being plain), but don't like it when my Views are centered, and in some cases, things run off the right side of the window a bit.
Where can this change be made, and also how can I change or further customize Bootstrap in a fashion so that when I upgrade the Bootstrap bundles, I don't lose my customizations? I've read a few articles, where some will say to create a custom CSS file,
but I"m not sure where to put this, or if actually works for customizing Bootstrap.

you don't change the CSS to change the Jumbotron layout, you change your markup. probably in your layout file.

According to your description, here is a sample about responsive layout for windscreen and narrow screen. As far as I know, you don't need change the code of the style of file, you could modify the class according to your requirement.
