It's not a dll. Is this a server you control or your local machine? If so, look at

I have already download but in server how do i put in bin folder???
it fine in the localhost website project but problem in server (example: i.e. abc.com)..
the code is working for .xls file but for .xlsx their is the problem..so any suggestion without download this file how do i solve??

If you don't control the server you are hosting on, your host has to install it.

More explicity, I don't think you can't just drop that in the bin folder. This is exposed as COM objects and using
https://msdn.microsoft.com/en-us/library/ms973913.aspx would be difficult if it can even work at all. So it would be easier if you could just install this so that the proper COM registrations
are done for you.
Also you'll need to install the version that matches
https://msdn.microsoft.com/en-us/library/system.environment.is64bitprocess(v=vs.110).aspx (ie the 64 bit version if true or the 32 bit version if false).
I find quite strange that "it" works for XLS file but not for others. You are really using Microsoft.ACE.OLEDB.12.0 in both cases ???
