I've upgraded all projects in a website to Net framework 4.6.2. When I try to build the site breaks on the references to a web service which is still net 4.5.1. does that need to be upgraded also?

There should not be any issue in referencing web service with Framework 4.5.1 in Project(s) with Framework 4.6.2. Referencing issue can happen with backward referencing (referencing 4.6.2 project in project with 4.5.1). There might be some other issue. Can
you provide some detail on issue that you are facing.
