would this occur.
What I was trying to do is have a global variable such that when the user clicks anywhere on the app the variable is set and I can call the function in the usercontrol. Is that possible ?

It seems to me you want rather to use something such as https://msdn.microsoft.com/en-us/library/255xet9e(v=vs.110).aspx so that each user control could register the scripts they
need if another user control of the same type have not done this already.
I'm not sure how your problem is related to global variables. For now it seems the issue is that the user control doesn't handle the scripts needed to make this control work. (it seems rather those scripts are registered separately by a page).
Then you don't have to care anymore about the page in which a user control is used. Rather than having the page to reference supporting client side script the control itself will register the script it needs.
