Place your dropdownlists inside asp:UpdatePanel. This prevents to full page to be loaded, loading instead just the controls inside the UpdatePanel

You can use a bit of jQuery here. In the change event of first ddl make jQuery AJAX call to a function on the C# page. In that function get the values for the second ddl from database. Convert these values in json and return them to the jQuery AJAX function.
Now fill the second ddl based on the json you get.

According to your description, as far as I know, you could use UpdatePanel to avoid page refreshing when you execute OnSelectedIndexChanged event. You could populate data in this event, then when you execute state selected event, it will clear the before
