I am trying to create a C# MVC application
via New Project -> Visual C# -> Web -> ASP.Net Web Application
I get the error message "The system cannot find the file specified. (Exception from HRESULT: 0x80070002)" ( it fails to elaborate on the filename and on the expected location of said file)
and the bottom left corner states "Creating project 'Foo'....project creation failed' and I wind up with an empty project.
I have tried purging VS and installing it again, just causes the same thing to happen again.

Googled on the error message and it seems that you may have some issues with your Nuget installation. As per some of the comments , You need to uninstall Nuget, restart Visual Studio and reinstall Nuget to fix the issue reported.

According to your description, as far as I know, run the NuGet.Tools.vsix.exe file under C:\Program Files (x86)\NuGet\Visual Studio 2015 then restart it, you should be able to create the MVC project.

please close vs and start with "run as administrator" And then create project with different name
