I have an html page where it list an email address and then when I click on it it open that email address as new email on outlook
Here's an example
I didn't understood the coding, for example if I want to encode a new email (firstname.lastname@example.org) what should I write ?

You would use <a href="mailto:email@example.com">Email me</a>
The example you gave used the HTML entities for the letters (see
http://www.freeformatter.com/html-entities.html ). There is no need to do so - it all works the same.
It's possible they were trying to obscure the mailto: reference to deter mail address sniffing bots.
