Most of the Folders in "C" drive are not accessible. Please check if your folder has read write permissions. Try to add new user "IIS_IUSRS"
to folder where your files exists and provide him read/write access.

If you set src='C:/Program Files/SmartCenter/Server/IVR/Prompts/1.wav', it's mean the source is in client pc.
You should create virtual directory that point to the physical location.
For example you can create Audio virtual directory under Library. The physical path of Audio is C:/Program Files/SmartCenter/Server/IVR/Prompts

You can't use file paths. A file path is relative to the person viewing the web page, not to the server. That means it will try to access the C on the user's local computer. You pretty much always need to provide a virtual path that's relative to the website,
not the file system as that's the only thing a user's browser will understand.

When using physical path, please make sure the physical path contains the audio file.
You could use F12 developer tools Network Capture to check whether the source is load and whether it contains some error.
