This may be a silly question but how do I confirm that the data is being received and transmitted in a Gzipped format?
Is this affected by using HTTPS ?

http://stackoverflow.com/questions/23600229/what-content-type-header-to-use-when-serving-gzipped-files, it should be reported by the content-encoding header.
Not sure (I can imagine that https could alter this if compression and https are not handled by the same machines).

I saw that one but I guess the question is that I wanted to see in the web api code but I think the raw headers and such are no longer available once you are inside the C# code?

If applicable, you could use F12 in your browser to check the http request. Else you could rather check this on the client side to see which headers are sent by the server. You enabled compression at the IIS level and want to check if it works?

Yes I enabled it in IIS and want to be sure since the calls will be over cell data
