My understanding is www.asp.net is the official Microsoft Team site for ASP.net, but I don't see a doc section that describes the platform. Is there another site that contains the full documentation of ASP.net. My question
stems from trying to find out information about the _ViewStart.cshtml file in the 2015 MVC template. I was trying to find the definitive source for this file.

The best way to find out what _ViewStart.cshtml does is to google for it, and look for MDSN or weblogs.asp.net addresses in the answers. For example, you'll find
https://weblogs.asp.net/scottgu/asp-net-mvc-3-layouts which explains layouts and has a section describing what _ViewStart is for.

From your description, it seems that you want to create Layout view in asp.net mvc. If that is the case, I suggest you could refer to the following articles:

Thank you and Kathy for taking the time to try and help me. I really don't just want to watch videos and read how to articles every time I want to find out about a item in the framework - they are usually produced very informally. Proceeding this way is
never concise, complete, or often times even correct. I believe the developers of ASP.net had some plan in mind when they create the framework objects. For their own sanity, I would imagine the wrote down what these objects where for. I maybe wrong and their
may not be an overall plan documented, but if there is such a document I would like to know about it.
