Open IIS Manager .
In Features View, double-click MIME Types.
In the Actions pane, click Add.
In the Add MIME Type dialog box, type a file name extension in the File name extension text box. For example, type.mp4.
Type a MIME type in the MIME type text box. For example, type video/mp4.

Which browser? MP4 was likely already registered anyway. It's unclear who is showing this message. According to a quick search it seems a Firefox message (according to
https://developer.mozilla.org/en-US/docs/Web/HTML/Supported_media_formats FF doesn't support it out of the box but only if a MP4 3rd party decoder is installed).
You could provide multiple files so that each browser can pick a supported format. Or use a 3rd party service doing that for you.
