@Chris u do not understand my question. i asked suppose user RAM post a question in asp.net forum from India at 9AM and when a USA user will see that post in morning 6AM then what date and time USA user will see ?
i do not know asp.net forum store and show the date time in UTC format or they convert the UTC date time to local timezone ?

users see all posts in their own local time based on the timezone they specified in their account.

how they convert utc date time to local time ?
they convert at database end or they convert at server side code or they convert by js at client side ?
they use any 3rd part lib to convert like nodatime or tz.js etc ?

The date time is stored as utc. If the user is logged in, we use their profile preferences to convert to the proper time zone using server-side code. If not, we display the time in utc.
