I'm a novice asp.net programmer, so maybe I'm wrong but I have noticed two things in the Account and Manage controller template.

1) yes it should be. the performance of asp.net core pipeline (libuv) counts on all I/O being async. with asp.net core, you should never use any sync i/o operations.
2) not sure what code you are referring to. but because C# uses a garbage collector (unlike say swift which uses the stack/heap), if any O/S or native code resources are used, the Dispose pattern is required to manage memory. common cases in .net, are file
i/o, network and database calls.

Sorry, if I wasn't clear. I referred the template that the Visual Studio creates, when you make a new asp.net core web project.
I just wanted to report an issue as possible performance improvement in the built-in template.
