Globalization is the process of designing the application to work across multiple cultures/languages. Localization is the process of developing the application to work with a specific culture. Usually, you undergo a globalization process first to design
your app to be culture-neutral, and then set about localizating it (providing translations) for the cultures that you want to serve.
All you really need to know in answer to your question is found here: https://msdn.microsoft.com/en-us/library/h6270d0z.aspx

https://msdn.microsoft.com/en-us/library/aa292205(v=vs.71).aspx and your preferred search engine would return tons of stuff.
In short Globalization is making sure your app could work regardless of the culture (for example it's quite common to see code that forces particular date format such as dd/MM/yyyy or whatever which won't work as soon as you'll use a culture that doesn't
adhere to this convention, I would inclure here as well using resources rather than hardcoded strings in the UI).
Localization is making it work for a particular culture (for example most this work will be to trranslate the UI).
IMO all yout apps should be what I would call "globalized step 1" ;-) ie don't use resources if you don't plan to ever localize your app but IMO it would be a good discipline to take the habit of not assuming anything about the culture such as using explicit
dd/MM/yyyy for whatever formats...

@Patrice if i use globalization then date and number format etc automatically convert to specific culture but text will not convert automatically to culture. so we need resource file to show culture specific text which is call localization........am i right
or wrong ?
better give two scenario from where i can understand which thing i should call globalization and which one should be consider as localization process.

@MIke u said "Globalization is the process of designing the application to work across multiple cultures/languages"
if i use globalization then automatically text should be consider to a specific language or do i need to use resource file to show customize text for culture specific ?
if globalization can automatically convert text, date and number format then why people use localization.
